How to use an iPhone 4 as and iPod touch?

I wanna buy an iPhone 4 but use it as an iPod. How do you do that? Like how do you buy a used phone off of eBay that doesn't have a plan or anything? And can the iPhone actually work like an iPod? Can you use Instagram, twitter and any other apps as long as you have wifi?

i think you should be able to do that....you don't need a SIM for any of this stuff anyway, but whyyyyyy would you buy an iphone to use it as an ipod, if you could buy an ipod touch which is cheaper?!?

Yes it can but it makes more sense financially to buy an iPod touch to be an iPod touch rather than an iPhone to do that.
