For example: If I open a pizza store, and create a website to promote my business, do I have to pay for it?

It depends. There are tons of solutions for free websites.

When you get a free website it will come with a subdomain. ex: pizzastore.freewebsite.com

You can of course buy a .com domain anytime. They usually go really cheap. A few bucks a year.

Check out some of these sites:

Then there's the more advanced one called Freehostinghero. It's possibly one of the best website managing / creating service ever. It is kind of advanced so I wouldn't mess around with it without someone that knows what they're doing.

You will have to pay for domain name and website hosting. $10 for domain and ~$5 a month for website hosting.

If you are creating website of your own then you don't have to pay for it.You have to pay for domain name and its hosting.And If your hire an individual or professional web design company for building a professional touch website then you have to pay for that.
While hiring any professionals analyze their pricing details and portfolio.
