I have been doing it for quite a while, and it is very affordable compared to other PPC. That said, however, I am a DUI lawyer in Michigan, and that's not going to draw a huge numbers of fans. I think I'm currently around 600 fans. The nice thing about facebook advertising is that you can target your audience. So, in my case I was able focus on people within 50 miles of Detroit, Michigan, age 30 to 60, whose interests include drinking, beer, going to bars, etc. Some of the interests that you're able to select can be crazy specific, and you can even specify education level et al., but I eventually opened it up to everyone in Michigan. The price difference from focusing on only Detroit and increasing it to all of Michigan did not result in a great leap in the cost, as I feared it would.

Something else to consider... I had to make my ads more neutral after a while. The initial ad said something like "learn how to avoid a Michigan drunk driving conviction today." Enough of the people who saw my ad clicked the X button as opposed to like, and I had to revamp the ad before I could run it again.

Finally, I am assuming you're talking about a facebook ad that directs to your fan page and not a PPC campaign directing people to your website. No one on facebook wants to leave facebook, so those ads are worthless. You need to have a fan page for your service/product whatever, and you can direct people from your fan page to your website if they want to see more. Meanwhile on your web page, repeatedly use a call to action to get people to visit your fan page... the two should go back and forth. I've attached two examples from my web page as well as a link to my facebook fan page.

Can Facebook Ad work? yes, but if you are just starting out, don't waste your time and money... in fact both are a waste of money, they are better and cheaper ways getting highly targeted traffic.
