adobe acrobat seo frendly?

I need to write and copy some acrobat files most of it will be instructions and information about products but i have to problems

1 it needs to be SEO friendly search engine needs to find them, will be short 4 to 5 pages
2 what program do i have to buy to make this PDF files ?

Google seems able to index PDF files, but generally they are considered to not to be as SEO friendly as on page copies. There are various PDF download directory sites that can be god for promotion, many editors like Microsoft Word have save as PDF options.
