Which method is better for Search Engine Optimization (SEO)?
The function I'd like to implement is:
Click an image and go to a link. There are 2 methods:
(1) Use onclick event: <div onclick="location.href='http://picask.net/';"> <img src="logo.jpg"> </div>
(2) Use a tag: <a href=“http://picask.net/"> <img src="logo.jpg"> </a>

The first method hides the link ('http://picask.net/) in the onclick event. The second one explicitly put it in an 'a' tag. Which one is better in terms of SEO? Or they are just the same?

The second one is better because Google doesn't like shaddy things such as hidden links or hidden text. So be as clear as possible and you won't get penalized and if you do SEO correctly you will see your rankings going up.
