Is it legal to advertise on public property?

In my town of Normal, IL, which is a college town, several links to websites and organizations have been posted via chalk onto several buildings and sidewalks around the campus. I wish to advertise my Facebook page, and I would do so by writing the URL in chalk. Is this legal? I do not have permission from the city, and doing anything such as painting would definitely be illegal. But due to the fact that it is temporary and will only last until the next rain, I am unsure. Any help?

No, it's still illegal, even if written in chalk. Advertising without permission from the property owners (buildings and campuses are own by private individuals and sidewalks are the property, and maintained as such, by the local council), is defacing the property - and you are likely to be fined. It would be easy to track you down (from your facebook information).
