Yea, although some may call it a business asset.

The chances of starting a web site from scratch that become a success are small. The advantage you don't necessarily have to risk thousands of dollars like a real world business.

One of the more reliable investments can be buying an existing web site business that can be improved with a greater effort. Flippa.com is a large web business marketplace.

Absolutely. It's commonly called "passive income", but the work is generally far from passive. Some people build authoritative sites and make money from ads, while other build niche sites and either flip them after they have created some revenue or sit on them for residual income.
