If I cancel my home internet connection, can I use a touch IPHONE...?

My brother in law lives in an apartment complex and doesn't have computer internet connection. He picks up one of his neighbors and just uses their signal.....We currently have a wireless router. We can pick up many of our neighbor's signals though. So, I was wondering if we canceled our home internet connection if I would be able to "pick up" my touch Iphone signal and use that as the home computer connection? Does this make sense? I am completely computer STUPID and don't know if this would work.
Sorry for the confusion, we don't use our neighbor's internet. I just wanted to see if we could use our Iphone and not pay home internet! Thanks!

Yes you can seal other peoples internet as long as they are unsecured networks. You don't even really need to use your iphone to do this. Your computer can probably connect to any wireless connection your iphone can but if you want there are certain plugs and programs you can install that will allow you to use your iphone as a router. No you can not. The itouch only works off Wi-fi which is wireless internet connection. You must have a home internet and wireless router to use the itouch in your home.
