What programing languages would it take to create a site that works like a facebook group page?

I am looking to create a site that allows people to sign up and post images with a description, and others to leave comments. Similar to the way a Facebook group wall works, but with a "filter" setup that would allow people to find posts by person or category for example.

Highlights:

* Facebook "Wall" design
* Account creation
* Comments bring post back to top of page


What programming/coding languages would be required to create a site like this? Also an estimated guess of costs to have a site like this built?

It is complex but php with ajax (javascript) should be able to handle that.
