Where I can have links for people to download videos and documents and I can put videos on the page and people can have their own accounts?

You can register your own domain and get a hosting account. After that, you can download wordpres and start blogging.

You can host your own website (buy a domain and a hosting) and from your self-hosted website, you can put up videos for people to download. That's the easiest and safest way.
