Your wifi may be on but you need to connect to a network. A lot of networks have passwords on them so you can't just run around and expect to be connected everywhere you go. The iPod touch's network is mostly only useful if you're at home, at a coffee shop, at a school that has free wifi, or some other place that explicitly states they have free wifi. Otherwise, you won't be able to connect to some networks.
