The meta description of a page might be used by search engines as the page summary in their search result listings, it's your firs opportunity to get your message to a prospect, it is probably not a search ranking factor. Meta keywords are completely ignored by major sites like Google, they proved to be too easy a method to mislead the search engines.

You might read up on Google's relatively new addition, the Penguin SEO Spam filter, such filters and the occasional human review can catch unnatural writing intended to manipulate ranking, rather than repeating the city in several mentions, having a legitimate business address on a Contact US page might have more local ranking power.
Adding l library of general solar tutorials and advice might be helpful to improve the site's overall ranking, as do external links which such original articles might attract.
Certainly having a fully refined Google Places page might be one of the most important tools for getting business within your community, I understand that the ranking of your business site may have a big impact on the local listing position. User reviews and other business directory citations were once the biggest local listing factors.
Try a search like: solar power, Melbourne, to see the A-G labeled stick pins marking local listings, getting into the top 7 results on page one is an important goal, getting some positive users reviews should get you stars next to the listing of not better ranking.

You need not include the city name after every keyword of yours. I am not sure if you have observed that these days google does not exactly show your title and the description. Instead, it picks relevant searched keywords from the meta tags and shows it in the search result. You just need to make sure that you have all your relevant keywords in your meta tags. Your second tag looks nice. You can go ahead with the second one.

Note: You need to make sure that with your primary keywords you need to have your secondary keyword supporting your primary keyword.

You can do what ever looks good on the site. The most important thing for ranking on Google is off page SEO. Create YouTube videos, Facebook campaigns & advertise using PPC networks like Adwords.
