Is there a way people get likes on Instagram with an app or something?

Alright so my friend is really pissing me off. He acts like he is famous on Instagram or something. He gets 200-300+ likes on his photos. I know he's doing something to get the likes because when I see he's posted something, it shows he has gotten about 20 or 30 likes and that's when the photo has been posted for about 15 minutes or more but later on when I check it about 5 or 10 minutes after that, he'll have 100+ likes. I'm tired of him thinking he's something, so I want to prove that he's doing something to get these likes. Thanks for the help.
