You can download it there is no problem, As long as you have an Internet connection you can. I think you are talking about downloading by normal Cellular connection. You can do it but It might take a LOT OF TIME. Might take over hours.

You can download apps of any size on WiFi but can only download one app of 100MB on cellular data.

You can not download any apps without using internet connection....

if you have an internet connection on your computer, you can get on itunes on there, download the app then transfer it to the phone. Other than that you must have some typeof connection on your phone.
