Hello,
You need to contact an Adnetwork in order to become an advertiser.
But in your question you mentioned both TV ads and ads as displayed on google ( in further info. of question)
I can help you with the online advertising. For this purpose you need to contact online adnetwork as an advertiser and select a from the available options of CPM, CPC & CPL models.

You can ask a adnetwork if the offer ads of more types.

They allow both publishers and advertisers.
