download and install skype (if you have win 8 or 8.1 then uninstall the skype app and download full skype - right click the setup file and select properties - click compatibility tab - check "run this..." and use win7 in the drop down - then ok and install)

after installing - sign in or create new id - then sign in

go to Tools - setup cam / mic wizard and follow the instructions
