When I open a program on my desktop it sends me to about tab?

Ok so when I open a program on my desktop not file or game like google youtube twitter paypal facebook stuff like that it cares me to about tabs ( about tab is like history or something like the places I gone to . I've been using system restore To fixed it but it always comes back ( when it comes back it is in ask.com I uninstall ask.com tones of times but keeps on coming back I changed ask.com to about tabs cause it was annoying but I just want it to be normal , Please Help me with this I can't stand this anymore , if a person knows what to do please say every step thank you and please respond .
