Limiting internet speed to users on same system.?

Hey guys
I have a server and have like 10 users connected at the same time to the PC(using RDP).I would like to know if i can limit the internet speed for each user.

There is an option in modem/router name QoS. I have not used it but i think by QoS you can control speed limit for every user.

Use QoS (Quality of Service). Most routers should have this feature. What it does is that it basically prioritizes connections of some internal IP addresses over others.
