For Instagram you need to hashtag. Keep putting many hashtags. Go on google and search for most common hashtags used on instagram and put them all when you post a pic. Note that there is a limit to the number of hashtags you can use in a picture.
And as for Facebook, I think the only way you can get more friends is by adding people yourself and waiting for them to respond to your request.
