Is it a hate crime and should it be reported to the authorities?
I have a follower on Instagram that is constantly being called faggot and other hateful names towards homosexuals. Also he is saying all you gays will burn in hell. It's commented on a lot of my friend's pictures. And when my follower blocks him on Instagram that same kid always create another account or use his friends in order to bully my follower. Please help and no criticism note my follower lives in Louisiana and the bully/troller lives in Georgia so would that be any difference if he's bullying someone from a different state.

Nope. He has the right to voice his opinion.

Also, "Hate Crime" is an add-on offense when some other crime like assault is done because of "hate".

In the u.s. in order for something to be a hate crime, it must first be a crime. You have no described any crimes.

Have your friend move over to Facebook and make his account private. Then only people he approves can see and comment on his posts. If you leave yourself open to anyone out there you will get a bunch of lunatics. And it doesn't just apply to gays. Everyone gets horrid people if they have an open twitter, instagram, facebook account. All my accounts are private and I see none of this. Ever.

I doubt that posting comments from another State rises to bullying.

He isn't saying he is coming to your State to kill anyone. He is venturing a guess or opinon that someone else will burn in Hell. He is entitled to his opinion.

Don't accept "friend" messages from strangers.

deal with it for now... just report it to instagram, i'm sure they've got a terms of service page where you can report abusive accounts.

but if it keeps up and gets nasty as in death threats, stalking, hacking and other, go to the fbi online site and report under 'internet'.

there's other sites, keyword 'internet harassment'... internet bullying reporting sites and government internet sites for stalking, abuse, threats, terrorism.

no one is anonymous online. they can query instagram and more on where the ip address is coming from and who it was assigned to.

what they're doing is wrong. make sure it doesn't go BAD.
