One website doesn't load on my internet connection?

There is just one website that won't load on my internet connection, but will load on other internet connections (like my parents', or phone not connected to wifi).

I tried it (on my connection):
With different browsers (Safari and Chrome)
On my iphone 4, connected to wifi
Every time I have tried it on my connection I just get a blank page. But on other connections, it loads fine.

It works normally if I am on the internet at my parent's house, or if I disconnect my phone from wifi and use data instead.

This is the only website that does this. Every other website is normal. I asked the site's owner and she has no idea why this would be. It's basically a normal wordpress site I think.

The website is http://clcomic.com if that helps. I don't mean to advertise I just want this problem solved.
I am also able to access the website if I use a web based proxy. Is that a sign its blocked by my ISP?
I already said I tried chrome.

maybe the problem is with your wifi.
your isp may have blocked the website
