You can try getting a faster ISP(Internet Service Provider) If you have a broadband connection, make sure the cables that run from your modem to your computer (ethernet) usually a bright blue or yellow color, is like new, not any bends or anything... Also when its slow try to repair the connection by doing this click the small icon that looks like a little computer, left click, then in the tab of SUPPORT click it, then repairt should fix it...

Click Start-Search and at the top of the box, click tools then View and uncheck the top box that says Automatically search for internet folders and printers.
Now, close out and click Start-run, type gpedit.msc and click ok.
Under Local Computer Policy, click Administrative Templates, wait for it to open and click Network, wait for it to open and double click on QoS Packet Scheduler.
At the right, double click on Limit Reservable Bandwidth, enable and set it to 0.
If it is left disabled, it limits 20% automatically.
