1- you have to use bridge connection.
On the first computer with Internet connection and also Bluetooth, select both connection (with Ctrl key) and the right click to select Bridge .
After that your Bluetooth network is connected to Internet connection and you can share it.

Ref: http://www.practicallynetworked.com/sharing/xp_ics/
"You can create a Network Bridge connecting two or more local area networks and share the Internet connection with the computers on all of them. This is especially useful if your XP computer is connected to both a wired and wireless network."

and check this detail too;
