Yahoo Customer Care does not acknowledge that there is a problem using the Mail formatting toolbar with IE 11.
I can't help it if Yahoo is being Yahoo. I suggest you use Yahoo Mail on a different browser (Firefox or Google Chrome).
BTW, then your formatting stuff will work.
