help with a Facebook page?

Ok so someone made a page called sharing public pictures and well they go around sharing other people's pictures randomly if your pictures public they share it... anyway well is that legal? I mean it's not there photos and they have shared pictures of my friends child and when she told them to take it down they just "liked" her comment and shared more of her pictures and even though her pictures public where anyone can see it it's her children it just doesn't seem like it should be legal especially after she told them to take the pictures off there page

report it to FB, if it's illegal they will take down the page.
