No, that is terrible. considering most broadband services in poor coverage areas start at about 4 Mbps downstream, commonly you can get 20 Mbps, and 40 Mbps with Fibre optic service.

That's what I get with DSL for $16.95/month. I can work with it because I like the price.
If you're paying more than that, then it's a terrible speed.
And it's an extremely bad speed if you have Cable.
