how to limit download speed of a network user.?
Hey, i want to restrict my brother's download speed. how can i do that? i have a wired internet connection among 2 desktop PCs at home. kindly suggest me something so that i can control the speed of 2nd password protected desktop Pc. Is there any tool or application that may come in handy? regards.

Shaping with qos is the only thing that you would be able to do unless your router supports a download limit per IP address. If that's the case, then you can assign the same address to the PC that you want to control and then limit bandwidth that way. The only problem is that I believe most support a bandwidth cap instead of speed. That means that it will allow the person to download up to, say, a limit of 2Gb of data, but it doesn't control how fast that data is received.

If your router does not support bandwidth throttling then you might see if it is compatible with one of the firmware upgrades like DD-WRT or Tomato which do offer such functionality.

There is a program called TCP Optimizer with which you could control the speed of a computer, but you would have to run it on their machine and make the settings. You would have to hide the program to keep them from changing things back ...

You have to have a modem you can log into an has that type of feature. If you are wired into the network, you should be able to limit the wireless bandwidth and keep your wired bandwidth up. Normally go into the modem, go to setting and wireless setting to limit it.

Without a router that has some bandwidth control (high end QoS), not much you can do if you cannot install software on his machine. Even if you installed software on his PC, he could easily remove it. Thus software solutions never work, unless everyone agrees to use it.
Only a network device can control all user bandwidth. Unfortunately most home routers do not have enough features to do this. The DD-WRT mentioned has more options, but requires you to flash a compatible router with third party firmware.
Other options are:
1) Buy a high end router, one that can control bandwidth usage. Research this carefully, most claim something like this, but cannot really do it without other software or only priority settings.
2) Some "managed" network switches can control bandwidth on a per port basis. However, this is only useful if all users are wired, not wireless. Also, these managed switches often cost as much as, or more, than a high end router.
3) Build your own Linux firewall, and replace your router. Most free Linux firewalls have better user usag controls. Disadvantage of this solution is that you need some Linux know-how and a spare PC with 2 network cards and a wifi adapter.
