I'm not an expert but I know from graphic design freelancing experience that word-of-mouth is one of the best ways to get new clients. Have people you know or have done work for recommend you to ANYONE and EVERYONE. I have gotten so many clients just because of a previous client's recommendation.

Buy some business cards and give them out. You may even be able to leave them out on the counter at a local business, if you ask.

Use web and print advertising. I think craigslist is a little sleazy and scary, but it could work for you. Make a company page on a social-networking site like facebook. Send it to everyone that you know and they send it to their friends and so on. Print out flyers and pin them up in public areas. Some churches and other community organizations usually have bulletin boards where you have pin up your stuff.

You could team up with someone you know with a similar clientele. For example, I do a lot of invitation design for weddings and I know a wedding photographer that does great work. I usually recommend her to couples that are planning their wedding and she does the same for me.
