I'm new to it and I wanted to know if I atted somones like "@whoever" will Twitter let them know and show my personal message to them?

To reply to a specific person: Put “@USERNAME” at the beginning of your tweet to send a reply to a particular user. That user, your followers and that user’s followers will all be able to see the tweet.
To send a direct a tweet to one person: Put “d USERNAME” at the beginning of your tweet to send a direct message to a specific user. Only that user will see the message.
