I found this picture on instagram and i just want to know is it hand drawlin or made on the computer because i want to know how to make this.
Could I Make This On Photoshop or something

Computer. They've used Photoshop or some kind of drawing program and drawn over the photo. You could probably do it traditionally if you really wanted but the white lines will be clearer digitally.
