I'm a huge fan of Justin Bieber and i just wanted to know if he really does DM and follow fans on twitter, and if he does, how does he choose who to follow or DM?

You just have to keep posting "@justinbieber: Follow me please (:" Or something like that, you gotta post it alot, because he doesn't get to see ALL of his posts, because theres so many. He does follow/dm fans, but it may take ALOT of time for him to notice your message. Its worth the wait though (;
