A graphics program (Photoshop is popular).
A text editor (TextMate is good, as is JEdit, Emacs, Gvim and a number of others) A collection of browsers to test in. A web server (Apache is traditional) A programming language along with its compilers and interpretors and a way for it to communicate with the webserver (I like Perl with CGI::Fast) ... and a lot of knowledge about how to build websites (split between more than a few team members) Ads |

Nowadays most of the sites are developed using PHP (Facebook, Yahoo,Bharatmatrimony, jobsites, etc).
