With the paint stains but I don't really want to pay for Photoshop

if you type (on the internet) website banner maker or website logo or blog logo or something along them lines, make one and use snipping tool (windows users can search for it when they have clicked the start button) to get the image once you've opened snipping tool the rest will be self explanatory
