internet ip problem?

internet ip problem?
ive had this problem since yesterday about my ip and stuff.
so basically my problem is that my ip on my computer is not the same ip as all the other devices connected to my home router. it says im located in virginia and my service provider is "Amazon Technologies" or "Amazon.com". and the ip on my computer is constantly changing between one that starts with 54 or 72 or 23. all are located in virginia under amazon technologies or amazon.com. this doesnt make sense because im not located in virginia and thats not my provider. also, all sites i go to say im "forbidden" to access the site (google, yahoo, everything). but that will last awhile then stop then start again, basically going on and off.
things i have done to try to solve this:
-scanned my computer with my anti virus countless times.
-disconnected my internet and reconnected it.
-delete programs on my computer i thought were suspicious.
-refreshed my router.
-google what solutions there are but couldnt find anything.
-restored my computer to an earlier time.
just to add, i ordered something from amazon.com a couple days ago so i dont know if this has something to do with that since this mainly has something to do with amazon.
does anyone know what i can so to stop this? or what this is?

So all your other devices are fine?

Make sure that you have no proxy settings on your browsers.
Reset all browsers to factory defaults
Right click on the shortcuts for your browser
Make sure under the target path that there is nothing after the quotation marks ex of defaults for ieSad"C:\Program Files\Internet Explorer\iexplore.exe")

Type in what is my ip on google or whatever website you can get on that will tell you your external ip address.
Your external ip that pops up should be the same as all other devices on your network.
If not, you must have some sort of proxy that you are going through.

Please, make sure you don't change your Proxy settings on your Web Browser.
If not then please follow the steps below.
Go to Control Panel and select Network and Sharing Center. Now, on the left side choose Change Adapter Settings.
Then, Right click your network device and click Properties.
Now, select Internet Protocol Version 4 (TCP/IPv4) and click properties.
Please check the box is untick showing Obtain an IP address automatically.

Then, Right click your network device and click Status.
Now, select Details and check the IPv4 Address and IPv4 Default Gateway are same.
If, not please contact your Network Provider or an technician.
