My Wifi says it's full, but I can't load a YouTube video?

I'm using an ipod. There is no wind, and there is only a possibilty of three devices using it, but currently only one is connected,and it can't load a video for three seconds! What is wrong with my wifi? The router we have i think has two services; like two internet connections, but one is too weak for me to connect to. They are different* Is it possible that the people using the hotspot/connection i can't get have a virus or slow down the speed? What do I need to do?!? This is so frustrating.. P.S- I already tried reseting my network settings and closing all aps... Thanks

Restart the iPod with a Hard-Reboot.

Hold Down the Menu Button and The Lock Button At the same time for 30 seconds until the iPod restarts.

troubleshoot using another computer, see if the same problem persist, if it does, maybe its your router fault? or your internet provider fault.
