Why does amazon spam me with something I bought already?
Amazon CONSTANTLY spams me with either stuff I already bought and I have no need for or something I viewed and didnt buy because I DIDN'T WANT IT
Why?? Why not make some useful assumptions from my past purchases to put something new together that I might want
It is amazon... I only view amazon on my phone with history and cookies disabled...

The emails are from vfe-campaign-response@amazon.com
How would anyone else know what I bought from them anyway

That's not Amazon, that's a SPAM mail of someone pretending to be Amazon. You need to change both your email and amazon password now.

Every site you visit - even if you pop over to Tivo.com - suddenly you will see ads for tivo on the right hand side of your screen.

Its targeted marketing. Clear out your browser history and your cache/cookies. Its not Amazon - its everybody.

When using almost any service (Amazon for instance), you 'agreed' to their Terms of Service, and almost certainly they mention the right to share your activity with "3rd parties" (or 'affiliates', 'partners', and likewise) in order to generate revenue for Amazon (or whoever).
They accomplish some of this with 'tracking cookies', or perhaps Amazons own databases.
This is the current revenue model of the Internet.
You may have to re-examine your Amazon account settings and see if you can "opt out" of that kind of arrangement, and it helps if your browser is set to decline "3rd party cookies".
Exact steps depend on what browser is used.
