What app do people use to make these edits and photoshop?
Okay I really want to know what app do people use to make edits and photoshops like in these pictures:

"App" means "Application" / Software / Program. Photoshop IS an Application. So, you have answered your question yourself => you need to use Photoshop to make those EDITS.
 How to do them in Photoshop is another deal: As much as I see, they used several different images combined together and the opacity set to a lower number. The background is white. The image of the singer is selected using the magic wand and the selection is expanded by several pixels. The room in between is then filled with with paint with the paint bucket. All is combined in one place, and as I said the opacity is reduced |

Photoshop would work fine. Use the pen tool to cut out your character. Then add a white border to it.
