Why is my internet going so slow.?

Latley it has seemed as though pages have been taking longer to load, videos would constantly buffer, and I would lag a lot in video games. So I tested my speed using speedtest.net and I've been getting extremely low results to the point where my upload speed is faster than my download. I mainly get around 13mbps but latley I've been getting 7mbps and I've gotten 0.06mbps at points too and I don't understand why. I've tried restarting my router which usually brings the internet back up to 7mbps. Help?

someone else might be using your wifi or there may be a program running in the background...or call your ISP and cuss them out.

just press Ctrl + Shift + Esc
Windows tasks will open
click on performance and then "resource monitor"
click on the NETWORK tab
you'll see all programs that are currently using your bandwith
identify them and just close them

If you are using an ethernet cable to connect to your router try connecting the computer directly to the modem and restart modem and computer, might help.

Try these:
Clean up your history.
Try CCleaner.
Call your ISP.
Get more new RAM that helps speed up the computer.
Try Ethernet instead of Wireless.
