I really want to make a social networking site like Facebook.but i have a little problem i don't know which course i do for it.is Facebook come in webdesigning course or other course.what i do for it.and my friend says tha i need to get permissions to i.t sectors to make and publish my social networking site.is it true.

Facebook is a website. if you want to create a similar site to facebook, a web designing course would be the way to go. I would do some research on finding if you need something in order to publish it. Don't take your friend's word at face value because they could be wrong.
