Don't know where you live, but I'd go with a "low" plan from a reputable company.
Canada = Rogers?
USA = Verizon?

Dial-up. There are many of those. It really depends on your budget, what you need, and what's available, though. Most people wouldn't be satisfied with dial-up. If you're remote, you want satellite. If you want dependable and you're in a big city, cable might be cheap, and it has good bandwidth. If you can afford a good DSL, good for you. I also see that there's low-income broadband Internet, and have added a link.
