Instagram would not have enough time to check through all the posts, if they were to delete accounts by checking, they would just put a captcha on instagram which would allow them to see whose real or a bot

Well, if you actually look in the privacy policy, the important update is at the very top and I can assure you that there's is nothing there about tagging pictures with notspam.
