Instagram error message? Code 420?

Every time I go to use an external app for Instagram, I get this message (or something similar)

"code": 420, "error_type": "OAuthRateLimitException", "error_message": "You have exceeded the maximum number of requests per hour. You have performed a total of 37243 requests in the last hour. Our general maximum request limit is set at 5000 requests per hour.

Does anyone know what it means, and how can I fix it?
I certainly have not been making these requests - if my account has been hacked, will changing my password fix that?

If you don't believe you've done that many requests you might want to investigate the matter further. It would mean your account has been hacked and someone is making requests using your account.
