Video border app?

I'm looking for an iPhone app where I put a picture (for example):

.. as a background and OVER it I put a video so the background picture looks like a border/frame.
And no, not the typical "Insta collage frames" type of stuff. I mean those white borders whos both over the video/pic and under so the image fits for Instagram for example.

But instead of a white border I want to choose the imagine instead! And don't forget I HAVE to put videos on there so not only a picture app.

... aaaand if it's possible I would like it to be without the frames like no lines between the video and background

I mean I have seen it somewhere on Instagram but I have no clue how the person made it, if there's any way to make it on the computer instead that'll work.
I know it's messy but please try at least. It's not that hard all I need is:
Chosen image to put as a border and THEN put a chosen video in the middle.
