I don't even know where to start.
1.) If the GIF is on your desktop then it doesn't have "a link"
2.) "HTML blog"? What?
3.) You have Internet Explorer removed? That's not possible.
4.) You have Internet Explorer removed yet GIFs open in Internet Explorer?
I don't even know.

Anyway, you can open GIFs with Google Chrome by simply dragging them on top of Chrome.

I'm assuming, though, that you want to link the GIF into your blog. For obvious reasons, I'm going to go ahead and assume that you don't have your own webserver, so FTP is out.

You'll have to use a free image hosting site like http://imgur.com/.
• Click "Computer"
• Select the GIF from your desktop
• Click "Open"
• Click "Start Upload"
• Once the upload is finished,
• Once the image has uploaded, you should be redirected to a page displaying your GIF. Along the right there should be multiple embed codes. Copy the second - "Direct LinK".
• Include the copied link in your blog.

If you are getting default browser problem then just check with register editor.
Go to start--> run-->regedit-->HKEY_LOCAL_MACHINE\SOFTWARE\Clients\StartMenuInternet\Google Chrome\Capabilities\URLAssociations
in the right side window just check the following entries are there or not...?
ftp
http
https
irc
mailto
mms
news
nntp
sms
smsto
tel
urn
webcal

If it not there then you have to add those.. For that Right click on the window new-->string value-->ftp-->enter-->enter-->value data-->ChromeHTML
do same like this for all above...

after finishing close ut and restart the system... Then check...
