no matter if everything thing is same of your and your competitor's site but you need to work on the SEO of your site Google and the other search engine looks at the back end of the site SEO, and on the basis of this Google increase their back links...

IMPORTANT question... Who's website was up first? Is the content identical? If it's duplicate content google will only show the pioneer or the first site that posted the content. As everyone else is saying, the amount, quality, and relevance to searches is what google wants out of your content. Also helps to have frequent updates and additions.

A search engine would take all these factors into consideration:

Domain Name - Since this cant be identical one site may have an advantage by having a seo friendly domain name or a top lovel domain with higher trust ( com might rank better than name or ws for example ).
Completly identical sites will also be sorted by domain age. The older site usually get the ranking as google considers it the original source and the newer version just a copy.

Backlinks - The Site with more/better backlinks will be listed higher. This is not absolute. Highly SEO optimized pages tend to need less backlinks for a good ranking.

The Better combination off on page seo and off page seo wins this battle. As in Your example many on page factors will be identically then uilding more and higher quality backlinks would be the way to go.

If the sites only havce the same design, but different content then the site with the more relevant and unique content will usually outrank the other one, even if the above factors are in favor of the other. Content is King! still holds true.
