Tweet fav and boys?

I've been following this guy for awhile and he's friends with my other guy friends, he follows me back and we have been fav each other's tweets for about a month now and I only have a twitter account so no facebook. So i wanna talk to him and get to know him, should i DM him saying "hai c:" and ask for his number! or will that come off as waaay too desperate like HI I HAVE FEELINGS FOR YOU KISS ME idk or should i wait.
I don't want to make a facebook. I deactivated months ago and my life has been so much drama free and better so no facebook.
