Search Engine Optimisation is not 'created', and there is no-one administering it - it is just a series of steps that you take to get your website into search results. If anyone is 'behind' SEO, it would be Google as they hold the key to how to get into Google searches and therefore most SEO is geared towards doing the things that Google 'likes'.
There are only two types of SEO, 'on-page' - ie. the things you do to your own site to make is more search engine friendly, and 'off-page' - ie. links you get coming into your site.
It's not such a mystery as the 'gurus' would have you think, and although Google would be the main target, SEO is not any sort of organisation or 'standard' or anything like that.
