Internet slows down everytime around the same time?

My internet speed is 16.76 Down and 9.42 up (Mbps) and everyday from around 3-6pm it slows down drastically until about 8-9pm. It gets to the point where im skipping around on video games, and I won't be able to load a 360p video. However, when I check my internet speed during this "Lagging period" it says that my internet is 16up 9 down still. I don't know what's causing this I am the only one using my internet im 100% sure of it.. Any help?

The internet provider is probably experiencing heavy usage during those times, so your everyone's internet speed is throttled.

I'd still call to check up and confirm.
