Files won't download on any browser?

Whenever I try and download a file sometimes it wont download mostly when its over 10Mb in size, but it is random where it stops, It could stop at 37Mb or 200Mb anything, but if I pause the file the start it again, it will carry on from where it left off, but sometimes if I pause and start again it just fails. The majority of the time if the file is over a Gb I can't download it.

I've tried disabling my firewall and my McAfee anti virus also.

Your ISP is probably blocking the data packets.
You can reinstall your browsers to see if that helps.
