Why is there a circle with a "search" icon in it on every picture I see on the web?
Whenever I scroll over it, it brings up a pop-up for some illegitimate download offer or mortgage rate thingy or something...
How do I get rid of it?!?!

That sounds like a malware. See malwarebytes.org for an excellent free cleaner.

Are you using internet explorer? If yes then try firefox because I get a lot more intrusion with IE than FF.
